Bhubaneswar is an ancient city in India’s eastern state of Odisha. The city has a rich cultural heritage and a strong regional economic base. The city was founded 3,000 years ago during the Kalinga empire, boasts of a cluster of magnificent temples, constituting a complete record of Odisha temple architecture from its early beginnings to its culmination. The city is an emerging hub for education, health and information technology. Bhubaneswar has topped the first list of 20 Smart Cities announced by the Centre in early 2016. Smart cities scheme of the government assures good quality of life to its citizens through smart solutions. Basic infrastructure coupled with assured water and power supply, sanitation, solid waste management, efficient urban mobility and public transport, robust IT connectivity, e-governance and citizen participation are some of the proposed aim of smart city development. Bhubaneswar Municipal Corporation (BMC) and Bhubaneswar Development Authority (BDA) are jointly working towards making Bhubaneswar - a Smart City. Bhubaneswar Smart City Ltd (BSCL) an SPV is set up at Bhawani Mall in the city of Bhubaneswar. The project is not moving forward due to non-availability of required funds through Public-Private-Partnership (PPP) mode. Even the assistance from ADB and Japanese government is yet to come.
