POTHOLES: WHO IS RESPONSIBLE?

A good road is not a rocket technology. If only few things are ensured the roads will lost long. They are:
1) Drainage- There should be good drainage system. Water should run off asap from the road. Water neither should run above of in the sub surface.
2) Surface preparation: In a new road compacting is very important. If the road sinks after putting the top layer, the road will deteriorate in no time.
Conditions that should be ensured for new or topping of old road
3) The Bitumin that is bought from furnace should be above 100 degree C at the time of rolling. That is not ensured. Only when it is hot the bonding will be good, top layer will be free of pores. This will prevent water percolating down. You may see some contractors and their govt masters putting tar even when it is drizzling!!. No way the road can survive one monsoon.
4) Compacting is not done - as contractors are paid on the thickness of the layer and not on the quality. If compacting done as per procedure the contractor will earn less. Obviously he is not interested in compacting. Instead of 8 roller passes he will do only 2-3 passes. Instead of 16 Ton roller he will use 8 ton roller.
5) When compacting is not done, The top layer will be porous and water will percolate to substrata. Once water accumulates in the subsurface the roads will and must deteriorate.
6) When topping is done, the older surface is not thoroughly cleaned there by the new bitumin will not bond with the old layer. Whenever heavy vehicles apply break the new layer will peel off.
If these simple quality checks are ensured the road will remain for several monsoons. Unfortunately every one is corrupt in the list of responsible agencies.

how a small company can be managed by an efficient , educated owner like a big nation with over democracy cant be managed by a puppet prime minister in the hands of a foreign lady who doesnt know about our culture , traditions and people sufferings and that to all the politians are in the race of earning by all means making corruption left and right system has to put education experience and truthfullness to politians as aparameter to participate in politics why a constable need running, solid body , weights and heights

1. Corrupt Politicians
2. Municipal corporations apathy
3. Due to corruptons, the wrong road contractors get projects
4. These Road Contractors use substandard material since most of their money goes in corrupting politicians / Babus
5. Technology used is always substandard because there is no profit in the project. Besides since politcians have already been given their cake.. they know new tenders to repair will again be awarded to them..
Another aspect not mentioned here is we in India have not done much research & standardised on roads suitable in our climet.. If someone takes that & awards certification to roads, may be there will be good smooth roads..

I am deeply worried about the Indian Road conditions as bad roads lead to traffic chaos, lot of precious fuel wastage putting a strain on the Indian economy and wear and tear of the vehicles and also sometimes lead to loss of lives of road users. Even for major distric roads, municipal and corporation roads, we have to use the latest technology that is being used to construct roads built by NHAI like Tandem Compactors, Paver Finishers, Vibratory compactors and Pneumatic Tyred Rollers as the road laying work will be quicker as well as efficient and quality of the roads can be maintained for a longer time. It is high time we start using milling machines that can recycle the asphalt so that road height can be maintained. Otherwise we often find that the road height keeps increasing especially for the roads that are laid in the cities.

I am from Pune and we have two municipal corporations and three cantonment boards. In addition to this, we have a very huge IT park on the western side of the city and east is also rapidly developing. One of the cantonemnt board has been levying entry tax for 'private taxi' type of vehicles. Buidlings are coming up and influx of people is becoming more and more every day. Automobile giants are also located in this city. The revenue to the local government on account of 'octroi' is tremendous. Despite this neither the state or local government pay no heed to the enormous problem. Day by day, road accidents, especially due to the road problems, people are losing their precious life.

I am myself into infrastructure creation firm and by virtue of that I can specifically point out that the basic problem lies with the Road Contractor. In fact the contractors are hell bent upon maximising their profit, but this can happen only when they bag the work from actual bidding process. To bag the work anyhow they quote very low ( - Cost). At this price it is really difficult to get the work done, Hence use of substandard material and technology with political manipulation finds way.
Road Contractors are the main culprit.

I blame contractors and corrupt politicians are the reason for this.Both are interlinked,for want of money politicnas turned contractors doing the job,without any prequalification and experience. Even the better contractor not taking proper care and not bothering about quality,because they are paying money to politicians to get the contract.Hence Contractors and politicians are reason for poor quality of work.

I feel that the contract is awarded to Contractors who donot adhere to quality. The Corporation authorities should entrust their supervisor to keep a tab on the work of the contractor pertaining quality, curing time, etc. and maintain and send a weekly written report to his senior so that there is proper accountability and responsibility. This will enable a tight grip on the contractors who will ensure quality.

I have visited lots of Countries and many cities around the world but I have not seen any roads anywhere like the roads we see in mega cities of India. What is beyond my sensible mind that why we can’t do the same if not better in India. We have so much resource (manpower, machinery & money), technical know how and willing people to do the right thing the first time. I guess the whole political system needs overhauling and get rid of the corruption in all facets of life to get the quality of infrastructure we should be having after 64 years of independence.

I think all off the above. The Municipal if they have good roads wont be playing with new tenders and earning bribe money. The Contractors have to bid low for tenders and then the bribe money and hence the substandard materials and money. The corrupt politicians well we know about them... its a waste of our time writing about them.

I think Corporation has a technically talented staff, which can better suggest fr the technology, as well as if they will follow the proper procedure to patch-up the pothole. Then definitely THE POTHOLE will disappear from the city.

I think that it is actually the root cause reason for not laying a proper surface. i think as the modern age , PMB ( E) should be used for resurfacing. As it will mean a longer life , better quality more elasticity and strength.

If technical specifications are strictly followed and proper camber with drains on side of the roads are provided the roads will last long.unfortunately these things are not followed as the engineers and others concerned are totally corrupt.

If the Corporation is very strict and plans a head for the situation and imposes fine on the contractors if the road is spoiled after a rainy season, the contractor has to do the entire work with their own cost. For this the contractor has to submit a bank guarantee for a fixed amount after the work is completed for the required time (say a minimum of 2 years). For this the contractor should also be paid interest for the amount which has been kept as margin money for the above BG. By this the contractor does the work correctly and perfectly. Even the concern Asst. Engineer, Deputy Engineer, Executive Engg. Upto the top level has to penalize for the substandard work which has been executived and the bills have been passed for the same. Then the entire system would come into a perfect line. The money which has been paid as tax by the common man is utilized correctly and perfectly. The department people should also remember that even their tax money is used for the same. THIS IS MY OPNION (MAY BE I AM CORRECT OR WRONG OR A FEW MORE MODIFICATION HAS TO BE DONE ON THE ISSUE)

if the technology is been used properly by the road contractors then there would not be any pot holes. Muncipal corporations should plan and then start the works.
municipal corporations should not award contracts to people who do not have enough technology/expertise to lay roads or other works. they should make list of them and do due deligence of works taken up by them and take feedbacks. muncipal conrporations should check the materials used are of standard quality as specified or not. politicians should not interfere in the works of muncipal corporations, but rather they need to give deadline to them to complete the works and ensure quality of such works to be kept up.

If you dont want to be corrupt, nobody ever can make you corrupt, so it is the primary responsibility of the municipal corporation to use all efficient means and brains to make high class roads. There are rampant corruption to award contracts in the deptt and then they close their eyes to whatever the contractor does. So if the corporation becomes strict in implementing and following all rules & regulations then things will change. They have every right to deny to listen to a corrupt politician's recommendations and only award the contracts based on merit and performance of the contractor and also accordingly penalize him if he does any sub-standard work. This strictness can only come from the top authorities.

In addition to all above five causes, a faulty planning is also responsible. There is no coordinated efforts amongst all service providers. The moment a road is repaired or relaid, somebody for Electricity Deptt or Telephone or Water supply Deptt etc etc will dig the road and spoil it. This also needs attention.

It all starts with corruption. The Corporation officials float tenders and takes bribe from the contractors, in turn the contractor adjusts the bribe amount with sub-standard materials. The contractors are corrupt as because they pay 2 to 5% and saves 10 to 20% in raw material, The Muncipal Corporation has Elected Representatives who are basically politicians.

It is a combination of all the above factors. No one sector can bear the blame. The change has to be from all. Good governance and transparency. Throw open all the aspects of this to the concerned party and their will be no room for this connivance. Allow corporations with impecable track records to participate. Look at Hongkong and Singapore, the openess in their business and industrial norms pave the way for better infrastructure and accountability.
